Zone designers added rooms like this so they could give themselves and GMs the ability to port to certain important places in zones, since the self gm port command required /loc coordinates. There's a bunch in old world zones, there's one with a picture of a kitty on the walls, I forget which zone.

If I had to venture a guess, that'd be Hollowshade.
